Not sure I understand.  The section reads:

    - CONSTRUCTOR:
      Purpose: create a security context
      Format:  CONSTRUCTOR          (in  context_type type,
                                     out context      context);
      Inputs:  type                  type of context
      Outputs: context               the newly created context
      Throws:  BadParameter
      Notes:   - BadParameter is thrown if a context type is
                 not supported (NOT NotImplemented).


As Context is look and feel, NotImplemented MUST NOT be thrown - so the above is OK?
