Title: IndividualNetworkBandwidth is ambiguous
Description:
There are too many interpretations of this metric to make it useful for match making. 

1. Is this the maximum b/w of the interface, or the amount of currently unused b/w?

2. What are the semantics for multi-homed nodes where the interfaces are not "bonded"? Is this the highest b/w of all 
the individual interfaces? The lowest? Is it aggregate? 

3. For a multi-homed scenario, what if my job is constrained to use one interface (given the endpoint I'm connecting to)
, but the value for another interface is the one reported? Then it's basically useless for match making. 


So ... I find that this metric is not very meaningful without some kind of clarification as to what is being measured.

This element specifies the maximum (nominal) bandwidth of a single network interface. For a resource to satisfy this requirement it MUST have at least
 one network interface (physical or otherwise) that can satisfy this requirement. There is no requirement, however, that a resource only has a single 
network interface; or that, if multiple interfaces are present, all the network interfaces on a resource match this requirement. 

If a resource has multiple network interfaces and only some of those interfaces can satisfy this requirement then there MUST be a mechanism for the 
job to be given access to the interface that matched this requirement. How this is done is out of scope of this specification. 

Note that this element is only intended to express simple networking requirements. It is not in-tended to describe advanced networking requirements, 
such as requirements on multiple network interfaces; or how to specify the network requirements between a pair or group of resources.
