Title: Discovery of optional capabilities
Description: 
We need a mechanism whereby clients can discover what optional (extension) capabilities a BES container supports. For 
example Marvin asked about recursive copying of directories and the specific substate model supported by the resource.

Proposal:

We define a property Capability with type QName. If present the container supports the capability linked to the QName. 
We would then define in our namespace QNames for the optional capabilities we know anout and make normative requirements
 about other capabilities being advertised.
