Title: (1032) Networking Issues for Grid Infrastructure
Description:
Grids are built by user communities to offer an infrastructure helping the members to solve their specific problems. 
Hence, the geographical topology of the Grid depends on the distribution of the community members. Though there might be
 a strong relation between the entities building a virtual organization, a Grid still consists of resources owned by 
different, typically independent organizations. Heterogeneity of resources and policies is a fundamental result of this.
 Grid services and applications therefore sometimes experience a quite different resource behavior than expected. 
Similarly, a distributed infrastructure with ambitious service demands stresses the capabilities of the interconnecting 
network more than other environments. Grid applications therefore often identify existing bottlenecks, either caused by 
conceptual or implementation specific problems, or missing service capabilities. Some of these issues are listed in this
 document..

GGF Editor's Quick Tip #1:
		      PUBLIC COMMENT PROCEDURES


Documents are one of the principal outcomes of the Global Grid Forum's
(GGF's) efforts.  This Quick Tip describes the role of public comments
in document publication, and encourages effective public comment
gathering for documents in the publication pipeline.

As part of the publication process for Global Grid Forum (GGF)
documents, all documents receive a 30 or 60 day public comment period.
GGF staff and/or the GGF Editor post such documents to Gridforge
(http://forge.gridforum.org) and announce them to the WG/RG chairs, as
well as linking to the main page of the GGF at http://gridforum.org.

Document authors and/or supporting working group / research group
(WG/RG) chairs should announce new documents to their constituencies
including all WG/RG members (via the mailing list or otherwise).
Other strategies for soliciting input might include seeking feedback
from outside standard groups' membership, from other GGF WG/RG groups,
from selected external reviewers, and others.

Gridforge is used to enter and track public comments, and may be used
by anyone (not necessarily affiliated with GGF WG/RGs).  Gridforge
allows for anonymous posting, and individuals who would rather not use
Gridforge could email comments to WG/RG chairs or directly to the area
director (AD) or GGF Editor.

Public comments on documents are how the GGF community seeks to
validate their documents through external review.  Documents without
public comment might not show sufficient interest or review by
internal and external experts.

** Minimally, the Grid Forum Steering Group (GFSG) and GGF Editor expect
** that all document editors/authors will provide public comments
** reflecting their understanding and support of their document.
** Comments from WG/RG members and others are used as part of the
** measure of a document's readiness for publication, and should be
** sought actively by document editors/authors.

If the public comment period yields a very small number of public
comments, the AD, GFSG or GGF Editor may decide to place a document
back for a further public comment period (30 or 60 days, as
appropriate).

This document covers important materials and seems thorough and well-considered.  Here are some comments for your consideration and action.  Please 
address them, and if needed upload a further revision of this document.  Once that is done, we will advance it to 30-day public comment.

Fairly minor formatting changes requested:
1. Please move the Author/Contributor list to a Contributor section, rather than the header (leave just the one Editor).

2. It's nice that this is formatable as plain text.  Please reset the paragraph justification to left-justified (for ragged edges), rather than fully 
justified.

3. Please add an Abstract (see "GGF-Draft-Template" under the root category of the Gridforge Editor project).

A larger issue, which you might want guidance with, is that there is some unevenness in this document's use of English.  I did not try to apply edits 
for these language difficulties, but estimate there are about 200 small changes (mostly things like changing from singular to plural, or adding a word
 such as "the").  My advice is to look at #1-3 above immediately, then re-submit.  Then, while the document is in 30-day public comment, seek one or 
two RG members who can do a very careful edit of the language of the document.  That will make it much more enjoyable for future readers.

Once the 30-day public comment is over with, you will probably have some additional substantive comments concerning the technical content of the 
document.  But by addressing the language edits earlier, you will have far less work after the 30-day public comment, to get a final copy submitted 
for publication.

I have looked through this now.

It looks like a very interesting and coprehensive document which ought to be of interest to a sector fo the community.

It is reasonably well written, but I did feel that in several places (i) the English phrasing was not correct and (ii)
descriptions were too terse to be understood.

Frankly im not sure what GGF policy is on this, i.e. must all documents be "perfect english".   The GGF editor should rule on this.

I think it isa fine document, so either


A) If the GGF editor is in accord it can go out immediately for comment or
B) If the GGF editor says english should be perfect then I believe a member of the R-group (who has not been deeply involved in writing the document) 
should look over this again with a fresh eye.
