The GFSG discussed this on December 6, has put
it into a 15-day GFSG last-call.  Any discussion before
then might bring it back to the GFSG meeting for
further debate.  Or, if there is still rough consensus,
the document will go into final Editor review prior
to publication.

The file dated 2005-11-07 is not a PDF, it is a .DOC. 

This doc is a proposed Community Practice, which concerns me.  Community Practice documents are described in GFD-1 as "...an approach or process that 
is considered to be widely accepted by
consensus and practice in the Grid community."  Approval of a CP doc has a very high bar: "The (GFSG ) review will focus on technical and intellectual
 quality of the document as well as the extent to which the work truly reflects community-wide practice and support." 

Reading the doc of 2005-11-07, I do not see evidence that this document describes a current, widespread community practice. To the contrary, the doc 
states "A non-exhaustive survey of current GGF research groups showed that indeed the defined namespaces vary greatly." 

This document however seems appropriate as a Proposed Recommendation. It's a worthy proposal and I recommend that it proceed as a PR.

Thanks for this submission, and sorry for my
delay in pushing it to the next step.   I have
read this document, and believe it is ready
for 60-day public comment.  I have also
spoken with the GFSG and the GGF operational
team, and believe there is support for moving forward
with the methods described here.

It would be appropriate and welcome for actual
implementation activities to take place, even while
the document is in public comment.
