Sorry for my delay in responding.  I've looked at this
document, and believe it is ready for 30-day public comment.
The timer will start when the document is linked to the
public comment area & announced.

There are several formatting issues that need to be
taken care of before publication, but the authors can
work on this while the public comment period is ongoing.
I'd like to mention that I do appreciate this appearing
as plain text -- this is something we should be doing 
more of.

Please look at the standard header format in the sample
GGF documents.  You need a different first page, and
the running headers & footers need to be adjusted.

You also need a table of contents.

The IP & full copyright statement can go to the end; just
include a brief copyright line at the beginning (again, see
current published documents for examples)

In the intro section where you mention forwarding the
template to various mailing lists, you should also mention
the time period when this took place.

For this type of document, there is not a large need to
do formatting or editing on the individual entries (since,
as you stated, they were solicited and are presented
more or less as is).  However, I think readers would 
appreciate some sort of summary information -- perhaps
even some simple statistics for the categories people
reported.  If this seems of likely interest, please consider
it.
