Sorry for not reviewing this sooner. This apppears to
be a well-written document, and addresses a key
area of importance for Grid computing.
This will go to initial 15-day GFSG review prior to entering
60-day public comment. Due to holidays, it might take
an extra week or so for approval.
I have one required change, which is that several
of your references are not references. References must
refer to static documents, such that readers can find
the same thing you used in writing your recommendation.
Things like Web sites and standards groups should not
appear in references, but should instead be cited
in-text. If you want to add an appendix or other section
listing relevant online resources, that's OK...but references
need to be static documents (it's OK if they're electronic
only, as long as they can be described unambiguously).
I noted that this relies on the schemas.ggf.org site setup. I
suspect this is realistic, and we should know by the end
of public comment.

Informational and Experimental drafts are reviewed by the GGF Editor and one
or more Area Directors. The GGF Editor will determine whether the draft is
ready for public comment, or if there are items for the author(s) to address
prior to public comment. This initial review generally takes no more than two
weeks.
Community Practice and Recommendations Track drafts require a GFSG review
prior to public comment. This can add 2-3 weeks to the initial GGF Editor
review depending on current workload of the GFSG.
