Decide the necessity for the asynchronous interface for register/transfer.
- Some interface in the ACS may involve the undeterministic delay, especially for Register/Transfer.
- In the case, we may argue if asynchronous calls should be provided, to avoid the interlocking among the distributed 
processing on various services.
- Services in the CDDLM are designed as asynchronous calls.
