If you are attempting to submit a draft to the GGF Editor, you do not do so using document manager. Instead, you use the Tracker titled "Submit GGF Draft". Clicking the "Submit" link on the left Navigation Bar immediately under the title of the tracker will give you the form in which you can provide your document information.
