More a question from a confused user, than a comment from a developer:

Context: 4.2.6.3. Business Value List, p.26 onwards

Question:
What can be expressed by Preference that cannot be expressed by Importance? There are definitely cases where parties 
express theirs Preferences by specifying the Importance, by which I mean a Reward value. The question is then: are there
 any cases for which there is no one2one mapping between these two?

Consequence 1.
If BVL item, such as Reward, is expressed as a function of SLO then there is no need for Penalty parameter as Price/
Penalty can be easily expressed via one parameter. Aren't Price and Penalty are mutually exclusive points on the same 
line? If the Agreement is between two parties only, than surely the entire price/penalty concept can be expressed by one
 parameter, where, for example, a sign of the value indicates if this value is to be paid from one party to another (
price) or vice versa (penalty). 

Consequence 2.
We should be able to get away with !ONLY ONE! BVL item for all SLOs in the Agreement, call it Score (this is your 
preference and penalty and reward) which is expressed as a function of all SLOs. This way the value-preference of the 
service is transparent to both parties. Unless there is a good reason to hide this relationship from another party.
