AgreementIsProvider attribute

This comment reflectes the discussion of the specification at GGF 12. The content  is taken from the minutes and the 
discussion on the GRAAP mailing list subsequent  to the GGF. This comment does not represent my personal concern or that
 of  IBM.

Do we need this attribute. Do we need the special case of the agreement initator being the service provider and what are
 the implications of this decision.

Wewill augment the guarantee terms with which party is obligated and the obligee for each guarantee by role (initiator 
or provider).  Alsoimplies a response to issue #32.  Now that obligation is specific,there's no need for the 
AgreementInitiatorIsServiceConsumer flag in the context.
