Security matters
While section 10 says there are no security considerations, I think you need to provide some mention of data integrity &
 authentication.  Simply recommending that exchange of such records should occur with checksums (for integrity) and/or 
public key signing (for authentication) would make sense here.
RE: Security matters
We are currently working on another draft of the specification that merges the natural language document with the XML 
format specification. In this new combined document, we will do as you proposed, pointing out that there are security 
concerns (such as confidentiality, non-repudiation, integrity, etc) that need to be addressed in the exchange of records
. However, this is largely a transport issue and is not in the scope of this document to dictate specific requirements 
for the handling of security.
