Network Attribute Multiplicity
It is possible to imagine network usage being measured separately on different networks, and so it is perhaps an idea to
 have an optional attribute that allows such distinctions to be made?

I noticed this as well when I reviewed the spec. It will be my recommendation to add a Type attribute to the Network 
element. Will this solve the problem for you?
