Comment on Normative Language
I note the lack of use of RFC 2119 language in the specification definition.
I am not sufficiently close to potential implementations to know whether the
current language is normative enough. I recommend the editors consider
whether the language is specific enough for a specification and whether they should use RFC 2119 keywords particularly 
given this document's extension of the FTP RFC.
