drmaa_context_error_buf parameter
In most functions the drmaa_context_error_buf parameter is declared as INOUT. Since the caller of a method will never 
give any kind of error string information to the library, the parameter should be declared as OUT.

Semantically, OUT is correct. IN came from passing the buffer to the routine. I could go either way here, unless there 
is already this issue handled elsewhere, like OMG.
