Confused - is this a normative document?

I think this document does a good job of capturing the issues and motivation for the solution it puts forward. The 
security considerations section also looks fairly complete.

But, I am confused by the language of this document. I understand it to be a Recommendations document, but it doesn't 
read like I would expect a normative document to read. Section 5 has a proposed solution with a section on alternatives.
 I would like to see this document put forward one solution in a normative manner with discussion of alternative moved 
to a non-normative section.
I'll do a rewrite
I'll edit it down so that it puts forward a single proposal.
