Some Comments

I think the authors have done a good job on this document 
and believe that this document will provide an important basis 
for further work on OGSA.

Here are some comments.

・Chapter 1 the 3rd paragraph
The issue as to how is policy expressed and negotiated 
doesn't seem to be addressed in the document.

・Chapter 1 the 6th paragraph
Another paragraph referring to the glossary document is 
desired before this paragraph.

・Section 3.4～3.9
All the sections (3.4~3.9) use the term "service" in the 
section titles and their contents. In the glossary document, 
"service" is defined to be a software component that
implements one or more service endpoints to provide 
functionality to a service requester, and thus improper 
here. The term "service" should be avoided, 
or otherwise we should re-define the term in chapter 3.

・Section 3.4.5.1
The sentences "Jobs are not workflows or array jobs. 
A job is the smallest unit that is managed." conflict 
with the "Support for Various Job Types" item in the 
requirement section 2.5. Note that the glossary 
document does not say which is correct.
