This document is useful to the grid community, and to those looking at OGSA or similar systems in particular.   It is 
fully appropriate and useful as an INFO document.  I support its publication.

The use cases are very high level, and at times extremely vague as to their requirements.  In particular, I note that 
the discovery service handles an amazing variety of problems, but I wouldn't know how to implement one or what the real 
requirements are from reading this.  But I think that's appropriate for this type of document and at this point in 
development---I think here it's more important to get the ideas out in the community.

The document does need a good pass to unify some editing issues associated with merging the multiple inputs.  In 
particular, there are a number of dangling section references and the bibliography refs are frequently wrong or have 
formatting text left in them.  The Figures should probably be numbered by section.
