Comments up to p39.

Please find enclosed a copy of the WORD version of the document with comments added up to p39. Apologies for not getting
 any further, but I've run out of time.

In addition, I suggest adding entries in glossary for: EPR, port and QName.

Overall the document was very good and obviously well thought-out; most of my comments are quite minor points.

Suggested changes have generally been accepted.  In a very small nubmer of cases we felt that the curent prose in the 
document was adequate but we did ensure that the semantics matched Clive's comments.
