Comments on first part of the document

Thank you very much for your excellent work on this OGSA data architecture development. This is very important and 
substantial step for all of us.

Please find attached comments for the first part (chap 1 to 3) of this document.
They are mostly about recently development of OGSA architecture.

Hiro's comments have been addressed.  The text of the seciton he requested to be added has been negotiated with Hiro and
 added.
