Because of the lack of public comments here a publick comment from one of the Infrastructure AD's (term ending):

In my opinion this informational draft gives a nice overview of the field of OBS and what it can mean for grid 
infrastructures. A lot of it is still research in progress and in proof of concept phase in the laboratory. OBS in not 
yet (if ever) present in the nationwide backbones. There is a group of researchers and believers but it is not ready for
 grand rollout, probably mostly because there is not a severe problem out there that can only be solved by OBS. OBS 
hopes to be the solution for keeping packets (bursts) in the photonic layer and as such save two transponders at the 
expense of a hopefully significantly cheaper OBS device. The market seems to move into the derection of cheaper 
transponders and Ethernet with PBT, etc. and do the circuit like and QoS functionallity at the ethernet layer. But that 
may change again given that newer stronger dispersion compensation modems are appearing on the market that can cope with
 different path lengths and distortions.

So in conclusion I think this is a fine informational doc giving a nice overview ant thus informs the community.
