Refactor Document
Overall the docment reads well.  I am concerned that the spec covers a lot of ground and needs to be broken down into 
smaller more focused documents. For instance, he has a basic framework for selecting resources, this is then specialized
 for the job execution case around BES, before introducing a new specification for ranking selections. I personally 
would favour specifications on the core framework and the ranking mechanism, followed by a profile for the job case. 
This would allow the weighting of requirements to be reused in other specifications.

This provides more composability to the specification and allows for incremental adoption.
Re: Refactor Document
I agree. From my POV, there should be also a separation from the technical point of view: one spec for CSG, and another 
for EPS; common parts could be put into a core document, as suggested by Steven.

Personally, I wouldn't prioritize SCOL too high, but this should be subject to public discussion. Maybe the OGSA people 
can state whether they consider it an important part of the spec.
