Condor DRMAA implementtaion on Windows OS

Now when Condor DRMAA is using Vanilla universe, there is a posibility of Windows implementation.    The drmaa.org pages
 indicate that such library exists.  Have you done any runs or testing on Windows.  How does it work in compariosn to 
Linux implementations?

The Condor Windows DRMAA implementation is part of the latest Condor 6.8 / 6.9 Windows packages, both as DLL and as 
static library. During the development, the DRMAA test suite code was used for testing this implementation. There are 
some known flaws regarding path name formulation, but the overall functionality is given. There was no specific reason 
for not stating this in the report - Greg Newby and me simply did that porting effort after the document writing.

Is there any document to tell how to create a dll from the header files and C files from the download?
