Many groups considering formation would overlap with the wide ranging activities of the recently formed OGSA design

I don't know if OGSA design team formation went through any GGF process. 
As an example of possible overlap, the data design team is working on metadata, replication, files, data access. However
, these OGSA activities may not be apparent to someone starting a new group, for files in the data area say.  Indeed, 
people in existing groups may not be aware of the overlap of their work with the OGSA design teams, e.g., the 
replication group (OREP).
Should groups in formation  be made aware of the OGSA design activities through appropriate questions in this document?

I was thinking this was covered by question 4 (included below) - do you agree?


4. Do the group's activities overlap inappropriately with those of another GGF group or to a group active in another 
organization such as IETF or W3C? 

What is the nature and extent of any overlap?  The proposed group may still be formed, or the GFSG may recommend that 
the work be done within the existing GGF (or external) group.
