Area selection
It is not clear to me from this document what a new RG/WG needs to do to identify the right AREA.  Do they need 
endorsement from the AD (or would it even help)?  What if a proposer isn't sure which area is best?

How to select an area to be in is out of scope for this document - that's covered in GWD.3 (or in the version being 
updated in the process working group). This document is not meant to cover the setup process, only detail these 7 
questions.
