I think that the intention is that this document derives from the IETF process i.e. that the NOMCOM process is the IETF 
process except where this document states that it is different. I think that this needs to be stated more explicitly.

In Section 4 the Selection of NOMCOM memebers is done be the OGF office. Previously the NOMCOM chair has done this, this
 is the better way as it emphasises the independance of the NOMCOM from the OGF management.
